On March 20, 2018, Zibo Xujia Chemical Co., Ltd. checked and accepted the project in strict accordance with relevant national laws and regulations, technical specifications for environmental protection acceptance of construction project completion, environmental impact report form of the project and approval opinions of the approval department (Lin Huan Shen Zi [2016] No. 226) according to the environmental protection acceptance monitoring report for the completion of 20 t/h high-efficiency pulverized coal furnace replacement project and the interim measures for environmental protection acceptance of construction project completion, comments on acceptance are as follows:
Basic situation of 1. engineering construction
(I) construction site, scale and main construction contents
The project is located in the factory area of Zibo Xujia Chemical Co., Ltd., No. 169 Wei6 Road, Qilu Chemical Industry Zone, Linzi District, Zibo City, Shandong Province. It covers an area of 1952 m2 and is newly built. The construction content of the project is to build a set of 20 t/h high-efficiency pulverized coal boiler and supporting facilities to replace the original coal-fired boiler and supporting facilities, mainly including: one set of clean pulverized coal storage and supply system, one set of boiler measurement and control system, one set of thermal system, one set of flue gas purification system (low nitrogen burner SNCR denitration, bag dust removal, desulfurization purification), one set of induction air supply system, one set of inert gas protection station, one set of compressed air station, one set of fly ash storage system, one set of pure water preparation system, water supply system, power supply system and office system, etc. Chemical Co., Ltd.
(II) construction process and environmental protection approval
The environmental impact report form of the project was compiled in June 2016 and approved by Linzi Branch of Zibo Environmental Protection Bureau on December 29, 2016 (Lin Huan Shen Zi [2016] No. 226). The project was completed in October 2016. The environmental protection facilities were completed and put into commissioning and operation at the same time. The project has applied for a pollution discharge permit, and there are no environmental reports, complaints and penalties during the construction process.
(III) Investment
The actual total investment of the project is 12.5 million yuan, of which environmental protection investment is 4.5 million yuan, accounting for 36% of the total investment.
(IV) acceptance scope
The scope of this acceptance is the 20 t/h high-efficiency pulverized coal furnace replacement project of Zibo Xujia Chemical Co., Ltd., excluding other project contents.
Changes in 2. works
The current status of the project is basically consistent with the contents of the EIA report, and there is no major change.
Construction of environmental protection facilities in 3.
(I) wastewater
The desulfurization wastewater of the project is recycled after being collected in the collection tank and is not discharged. The wastewater is mainly: concentrated water (29154t/a) prepared from pure water is discharged into Qilu Petrochemical Sewage Treatment Plant; Boiler sewage wastewater (1771t/a) is used for sprinkling water and dust reduction in the plant area and is not discharged. There are no new personnel and no new domestic sewage in the project.
(II) exhaust gas
The organized waste gas of the project is mainly boiler flue gas, and the main pollutants are SO2, NOx, soot, ammonia, mercury and compounds. After low-nitrogen combustion SNCR denitration, bag dust removal and double subtraction desulfurization treatment, it is discharged through a 45-meter-high chimney;
The dust produced by the feed of pulverized coal bin and lime bin is discharged unorganized after being treated by the bag filter on the top of the bin.
During the acceptance period, the organized waste gas treatment facility has been built and is in normal operation.
(III) noise
The main noise source is the noise generated by Roots blower, air compressor and pump during the production process. The noise reduction measures taken are equipment shock absorption, fan enclosure in the room and closing doors and windows. The nearest sensitive point around the project is Jinling Village, which is about 470 meters away.
(IV) solid waste
Solid waste mainly includes desulfurization gypsum (120.47t/a) and dust collection (825t/a) sold to Linzi Guanglin Industry and Trade Co., Ltd. for comprehensive utilization.
(V) other environmental protection facilities
The exhaust emission system of the project is equipped with an online monitoring device and has been networked with the environmental protection department. No other environmental protection facilities.
Commissioning effect of 4. environmental protection facilities
Discharge of (I) pollutants up to standard
1. Waste water
The desulfurization wastewater of the project is collected in the collection tank and recycled without being discharged. The process wastewater is concentrated water prepared from pure water and boiler blowdown wastewater. During the acceptance and monitoring period from January 16 to 17, 2018, the pH of the total outlet of the sewage tank in the factory was 7.78-7.94, and the maximum discharge concentration of main pollution was 33mg/L CODcr, 6.49mg/L ammonia nitrogen and 0.31mg/L petroleum, all of which met the requirements of grade B standard in table l of "water quality standard for sewage discharged into urban sewers" (GB/T 31962-2015).
2. Exhaust gas
The monitoring results show that the maximum emission concentrations of soot, SO2 and NOx in the total exhaust flue gas of the boiler exhaust pipe are 6.4mg/m3, 44mg/m3, 18mg/m3, mercury and its compounds have not been detected, which meets the requirements of the maximum emission concentration limit of coal-fired boilers in Table 3 of the Emission Standard for Boiler Air Pollutants (GB 13271-2014) and the Implementation Opinions of Zibo Green Power Promotion Project.
The monitoring results show that the maximum monitoring result of unorganized particulate matter at the factory boundary is 0.450mg/m3, which meets the monitoring concentration limit requirements of unorganized emission in Table 2 of Comprehensive Emission Standard for Air Pollutants (GB 16297-1996). The maximum monitoring result of unorganized ammonia is 0.30mg/m3, which meets the requirements of the secondary emission limit in Table 1 of the Emission Standard for Odor Pollutants (GB14554-93).
3. Noise at boundary
The results of the monitoring report show that the maximum noise value at the factory boundary is 61.5dB(A) in the daytime and 52.6dB(A) at night, and the noise value at the factory boundary reaches the requirements of Class 3 standards in the Emission Standard for Environmental Noise at the Boundary of Industrial Enterprises (GB12348-2008).
4. Solid waste
The solid waste of the project is not monitored, but the manufacturer has made statistics on the amount of production, and no excessive discharge is found.
5. Total discharge of pollutants:
The total pollutant emission index of the project is: sulfur dioxide 7.02t/a, nitrogen oxide 9.88t/a, soot 1.02t/a. According to the maximum emission rate (7200 hours of work per year), the actual emission of sulfur dioxide is 6.48t/a, the actual emission of nitrogen oxides is 2.304t/a, and the actual emission of soot is 0.936t/a, which meets the requirements of the total index.
(II) environmental protection facilities removal efficiency

The project has taken reasonable layout, plant sound insulation and other noise reduction measures. The noise at the boundary of the project can meet the requirements of the EIA and approval opinions of the approval department.
4. Solid waste treatment facilities
The solid waste of the project is not monitored, but the manufacturer has made statistics on the amount of production, and no excessive discharge is found.
Impact of 5. engineering construction on the environment
According to the monitoring results of environmental factors, the surrounding surface water of the project is Zihe River, with a distance of about 5000 meters. The desulfurization wastewater of the project is collected in the collection tank and recycled without being discharged. The wastewater is mainly: concentrated water prepared from pure water and discharged into Qilu Petrochemical Sewage Treatment Plant; Boiler blowdown wastewater is used for sprinkling water in the plant area and is not discharged. The project has no new personnel and domestic sewage, and has little impact on surface water; the project is about 470 meters away from the nearest sensitive point-Jinling Village. The noise generated by the pump and fan of the project will have little impact on Jinling Village after attenuating to the sensitive point. The project belongs to the air pollution control industry, and the solid waste generated has been effectively treated, which has little impact on groundwater and soil environment. The waste gas generated by the project has relatively perfect treatment equipment, and the acceptance monitoring report shows that it meets the discharge standard, less impact on the surrounding ambient air.
6. acceptance conclusion
In accordance with the requirements of the "Interim Measures for the Acceptance of Environmental Protection for the Completion of Construction Projects", the expert group carefully checked all the materials and site conditions involved in the project, conducted detailed analysis and discussion, and put forward rectification suggestions. The expert group agreed that after the corresponding rectification on site, the project can meet the requirements of the environmental protection acceptance standard for the completion of the project, meet the acceptance standard, and agree to pass the acceptance.
7. problems and suggestions
1. There is no cofferdam for alkali liquor stirring tank, desulfurization tower and ammonia water metering tank. Cofferdams shall be set at the above equipment according to relevant specifications, and feeding pumps shall be installed in the cofferdam to timely deliver the leaked liquid in the cofferdam to the desulfurization liquid pool.
